The word is that Secretary of Transportation Raymond Lahood, an outspoken supporter of alternative transportation modes such as cycling and walking, will be present for a July 8 ribbon-cutting ceremony to mark completion of the Two-Rivers Bridge. The previously announced "grand opening" will still take place later in the month.

So will the bridge be usable after this ribbon cutting, or not until the grand opening? I'm confused now... :-)
So, I give you news and now you want actual information!? My well-placed source tells me that the July 8 date was set to accommodate Secretary LaHood's schedule, but that the contractor's completion date is July 22. Whether we will be able to ride the bridge before the 22nd will be determined by the contractor's progress. I'll update with new information as it becomes available.
